Yes he is. I generally sandbag "Biden is an idiot" posts for slow news days when I need inevitably true and topical filler. But this is just too delightful:

Vice President Cheney had a little fun at his successor-to-be's expense today, telling Fox News Sunday that... Biden doesn't know the Constitution from a hole in the ground... Cheney said: "Joe's been chairman of the Judiciary Committee, a member of the Judiciary Committee in the Senate for 36 years, teaches constitutional law back in Delaware, and can't keep straight which article of the Constitution provides for the legislature and which provides for the executive..." Cheney was referring to Biden's VP debate gaffe... in which he confused Articles of the Constitution addressing the authority of the Legislative Branch (Article I) and the Executive Branch (Article II).

Basic grade school civics: the Founders considered the people's branch to be the most important one so they put it first. Call it a democratic nicety. Although you can see how Biden might be confused about those kinds of things:

Biden and Lugar may have wanted to clear the talks from all other considerations.

Wouldn't you know it, Carter’s fecklessness had something to do with worsening the plight of international Jewry. And Joe Biden was involved. Will wonders never cease?
