You'd think that Hamas would be busy either consolidating their power or, you know, trying to feed the millions of people that they just militarily declared themselves rulers of. The problem is that they actually have a disincentive to rule well: they know that the worse things get in Gaza, the more the international community will pressure Israel to weaken security at the crossings. No matter that it will be near-willful Hamas incompetence that causes the coming food or medical crises - the world will inevitably blame it on Israel anyway. And if intentional incompetence doesn't work to indirectly weaken Israeli security and bring terrorists to Israel, there's always the option of starting a war and forcing Israel to confront the terrorists in Gaza.
