Honestly, we just don't understand why this is a thing. Israelis are not going to give the Golan back to Assad - it's as much as part of Israel as East Jerusalem, and quite rightly. Still, whatever:

Even the Soviets admit - hell, declared - that Syrian provocations were responsible for the Six Day War. Syria has nothing to offer Israel. They don't even control Hezbollah any more, and even if they did Hezbollah would break away from them if Syria made peace. Ideologically Assad is an Arab nationalist concerned about nation and territory. Nassrallah is an Islamist religiously committed to the destruction of Israel - for him, there is no compromise. Giving up the Golan would weaken Israel before the next, inevitable war.

If the Syrians want to dip their feet in the Kinneret, they can get tourist visas like other foreigners have to. We're sure they would be gladly welcomed.
