The Special Relationship Between the US and Israel
Sometimes it's not enough to be hypocritical in military affairs by telling Israel not to sell weapons to US enemies while the US sells tons of weapons to Arab states. Sometimes, to really show its disdain, America has to whip up public hysteria about Israeli spies at the same time that it's spying on Israel:

The vessel was identified by the Israeli Navy 18 kilometers from shore near Haifa, and fled shortly after discovery. IDF commanders admitted it wasn't the first time a Western submarine had been intercepted spying on Israel.
What's that again about how allies are supposed to trust each other? The FBI entrapped the two AIPAC employees by convincing them that the US was withholding information that would get Israelis killed. Pollard was stealing information vital to Israel's security that the US was withholding. Independent of the clear and overwhelming evidence that the US constantly spies on Israel, there's something perverse in getting indignant when Israel spies on "its friend" precisely to the extent that the US fails to act like a friend.
